COUNCIL RECOMMENDATION
of 22 April 2013
on establishing a Youth Guarantee

THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 292 thereof,
Having regard to the proposal from the European Commission,
Whereas:
(1) | Investing now in the human capital of young Europeans will deliver long-term benefits and contribute to sustainable and inclusive economic growth.
